How would that work? Your idea would be discussed with the Core Team first and then with the community at large. Pending positive feedback, you would then be helped in creating a pre-proposal which eventually would become a proposal to be voted by the masternode(s) owners. Ultimately, with all going well, you would get funded by the treasury in accordance with the proposed budget.
